Education Authority Director Appointments Confirmed

Education Authority Chief Executive, Gavin Boyd has confirmed the appointment of five Directors who will make up the organisation’s new Senior Management Team.

Commenting on the recent appointments Mr Boyd said;

“I am delighted to welcome our new team of Directors to the Education Authority. They come from diverse backgrounds with wide ranging skills and experience in both the public and private sectors in Northern Ireland and beyond.

The establishment of a regional Senior Management Team represents a significant milestone in our transformational journey. They will lead the reorganisation of services regionally to ensure that we deliver excellent support for all our children and young people.

There are significant challenges ahead, not least in relation to the ongoing budget pressures. There are also great opportunities to streamline the administration of education, remove duplication and operate with improved efficiency and effectiveness.

I look forward to working with the Directors in the coming months as we continue to establish the Education Authority as a regional organisation at the heart of supporting education for all our young people.”

Schools have been reminded that as the Education Authority continues to work through the transition phase, they should contact and work with EA via the established channels and procedures.

Director of Children and Young People’s Services - Clare Mangan

Most recently, Clare has held the role of Regional Managing Director within the Education Authority, having been Chief Executive of the Belfast Education and Library Board.  Prior to this Clare was Head of Children and Young People’s Services across the Southern and Western Education and Library Boards. 

Director of Finance and ICT - Joyce Bill 

Joyce joins EA from the Social Security Agency where she was the Director of Finance and Commercial Services.  Prior to this Joyce held finance roles in a number of different NICS departments including DHSSPS and DFP.

Director of Operations and Estates - Sara Long

Sara joins EA from the Health and Social Care Board where she was Assistant Director of Performance Management.  Prior to this Sara worked for the Western Health and Social Care Trust as Director of Performance and Service Improvement.

Director of Human Resources - Clare Duffield

Clare joins EA from the Northern Health and Social Care Trust where she was Director of HR and Organisational Development.  Prior to this Clare was Co-Director of HR for the Belfast Health and Social Care Trust.  The majority of Clare’s career was with B&Q Plc, both as Regional Manager for Northern Ireland and as Head of Divisional HR across England, Scotland and Ireland.

Director of Education - John Collings

John joins EA from the Northern Education Trust where he was Director of Governance and Safeguarding.  John started his career as a teacher.  He then progressed through a range of education related senior management roles with local authorities in England, most recently as Executive Director of Children’s Services with Newcastle City Council.


The Education and Library Boards (ELBs) were dissolved on 31 March 2015. The Education Authority was established on 01 April 2015 and is now responsible for all of the operational functions previously carried out by the five ELBs in accordance with the Education Orders.
