EA’s Procurement Team issue all their tenders electronically in line with current best practice.

Our Procurement Service is an integral part of the overall organisation embracing best practice principles such as Fairness, Equality Proportionality and Transparency. The processes and systems we deploy ensure equality of opportunity for all suppliers. EA Procurement Service We have embedded NI Public Procurement Policy and best practice, alongside compliance with EU Public Contracts Regulations.

From the 1 January 2022 new financial thresholds will apply to procurements under the Public Contracts Regulations 2015. The new thresholds that impact on the majority of  EA procurements  are as follows;

  • Supplies and Services - £138,760 (inclusive of VAT)
  • Works - £5,336,540 (inclusive of VAT)

When establishing a contract value this should be the aggregate value over the anticipated period of the contract.  EA Departments and Schools should take consideration of  the new financial thresholds when determining their new requirement. Procurements that fall under the above thresholds are subject to the Public Contract Regulations 2015 and timeframes.

The eProcurement system currently used by the EA’s Procurement Team is utilised by almost all Public Sector organisations throughout Northern Ireland – eTendersNI. Potential suppliers are advised to register on eTendersNI and opt for as many relevant CPV (common procurement vocabulary) codes as possible as well as adding the Education Authority as an area of interest. eTendersNI will email notifications about current opportunities to suppliers based on their CPV profiles.

Suppliers should note that EA participate in collaborative procurements with Construction and Procurement Delivery (CPD) as per Northern Ireland Procurement Policy and from time to time may utilise National Frameworks.

Construction Projects

For the majority of under EA Threshold procurements the Education Authority (EA) currently operates a Procurement Strategy for its Construction Work and Services in accordance with the Simplified Approach to Procurements Over £30K and Under EU Thresholds as Procurement Guidance Note (PGN) 05/12.

EA have established Pre Qualified lists of Building Contractors known as the PQL-BW for the delivery of works projects across its estates for the two identified value bands as follows:

  • Cost Band A - £30K to £2,000,000
  • Cost Band B - £2,000,001 to EU Threshold

The PQL-BW will be utilized up to a maximum period of 4 years from the initial award, to pre-qualify contractors for the delivery of the construction works projects, subject to the overall value of the project remaining below EU Threshold.
