Education Authority launches refreshed consultation on Specialist Provisions

The Education Authority (EA) is today launching an 8-week public consultation on the refreshed Framework for Specialist Provision in Schools, to help shape the future of special educational needs (SEN) provision across Northern Ireland.

Since the original Framework was published in 2021, the EA and Department of Education (DE) have worked with schools to create over 6,000 additional SEN places, with specialist provision classes growing from 214 in 93 schools to 720 across 269 schools. Despite this progress, only 26% of schools currently offer specialist provision, and demand is projected to continue rising. 

The refreshed Framework will help shape and guide the expansion of specialist provision in the years ahead.  It focuses on expanding provision within local communities, ensuring every child with a statement of SEN can access support close to where they live. 

Key changes include a broader scope covering all schools, stronger commitments to consistency and inclusion across Northern Ireland, reduced out-of-area placements, a more streamlined process for establishing new provision, and a two-year planning cycle to keep pace with the DE SEN Delivery Plan 2025–2030. 

Dale Hanna, EA's Chief Operating Officer, said: 

"We have made real progress in expanding SEN provision across Northern Ireland, but we know there is more to do. 

“Every school that engages, every site that is assessed, every new class that opens represents an important step towards a young person attending their local school with the additional support they need. 

“This consultation is an important opportunity for all stakeholders to help us shape a system that promotes inclusion and ensures all of our children and young people with SEN can access the tailored support they need to thrive alongside their siblings and peers." 

The consultation runs until 30th July 2026. EA welcomes responses from all those with an interest in special educational needs.
