Public Consultation on EA’s Education Welfare Transformation Project Report
The Education Authority is seeking views on the Education Welfare Transformation Project Report.
Between June 2021 and September 2022 the EA’s Education Welfare Service (EWS) engaged in a Transformation Project aimed at responding to the Public Accounts Committee (PAC) and Northern Ireland Audit Office (NIAO) Reports from 2014 and completing the fundamental review of the service, as called for in the PAC report.
The report for the EWS Transformation Project has now been published and we would like your views on this report via our survey below.

We would like your views on this report and invite you to respond via our survey. The information provided by you in your survey response will help inform the implementation of the recommendations and enable us to evaluate and improve performance in relation to the delivery of the EWS moving forward.
The public consultation on the Education Welfare Service Transformation Project Report runs from:
Monday 16 January 2023 until Monday 10 April 2023 at 6pm
Responses received after the closing date will only be considered in exceptional circumstances.
Education Welfare Service (EWS) Transformation Project Report
The EWS Transformation Project Report:
- Sets out the progress previously made in addressing recommendations from the 2014 PAC and NIAO reports.
- Completes the fundamental review of EWS as called for in the PAC (2014) report.
- Considers research, stakeholder engagement and international practice to inform transformation of the service.
- Identifies a new service delivery model based on prevention and early intervention based on research and stakeholder engagement.
- Establishes an Outcome Based Accountability framework to allow the service to monitor and improve performance.
- Makes further recommendations on improving consistency across the service and responding to emerging needs.
- Establishes an Implementation Plan to help deliver on the recommendations from the Transformation Project.
