Graduated Response Framework

The Graduated Response Framework helps schools identify and support children and young people with SEND and provide them with the right help at the right time. 

Whole School Provision is when a child or young person’s needs can be met by the school. 

If a child or young person has been identified as having a special educational need, the Graduated Response will be documented through a Personal Learning Plan, or Individual Education Plan. Within these, the school will identify need/s, seek to put appropriate plans in place and monitor, evaluate and review these accordingly. This is referred to as the IPAMER Cycle.

There are three stages of the Special Educational Provision in the Code of Practice:

  • Stage One is when your school has identified that your child needs additional support to provide for their needs.
  • A child will progress to Stage Two, if they have not made adequate progress at Stage One and the school decides they need to seek further support from EA or Health.
  • Where Stage Two has made little or no impact, and the needs of the child/young person continue to be complex and impacting on their learning, a more intensive approach will need to be considered. A request for statutory assessment may be made at this point.

SEND Local IMPACT Teams

  • Eight services combined into local multi-specialist teams.
  • Request for Involvement submissions are now reviewed collectively by these teams.
  • SENCo can refer child without Educational Psychology involvement.
  • Direct relationship building between LIT and setting. 

Request for Involvement

  • A single route for requesting support
  • 2 cycles of a Personal Learning Plan or Individual Education Plan required before referral.
  • School SENCo will decide length of Personal Learning Plan or Individual Education Plan

Increased Support for SENCos

  • Advice & Guidance Line
  • Practitioner Clinics
  • Solution Focused Hubs
  • Better outcomes for our children & young people

Packages of Support

  • Support packages will run up to 12 weeks maximum and then reviewed
  • Outcomes at this point will inform next steps

The support package will either: 

  • Continue as is
  • Conclude
  • Be altered or escalated

Educational Psychology Service

  • Indirect Psychological Consultation
  • Request for Involvement (RFI) form is completed
  • RFI form is processed
  • Direct Psychological Consultation
  • Outcome

Department of Education’s SEN Reform Agenda

  • The SEN Reform Agenda and Delivery Plan was published in February 2025
  • Five-Year Delivery Plan sets out a series of actions under: Right Support, Right People, Right Time and Right Place
  • Funding of £27.5m secured from Public Sector Transformation Fund
  • Range of actions including early intervention, new models of support in schools and the digitisation and streamlining of the statutory assessment and review process is underway.
